Building the Personal Identity Verification Interoperability Transportation Program
PIVIT
The benefit to the Transportation Intraport PIVIT program is having the ability to facilitate data sharing, access control and permission granting between and among transportation authorities and commercial partners on a federated basis.
Our mission is to establish a unified trusted federated platform within the public authority transportation community so relying parties can determine, real time, and the validity and confidence level of a presented identity. Such a platform would extend the benefits and economy of scale of a national government program to include meeting critical security requirements while simultaneously giving each authority full facility control to set, grant and extend permissions for secure area access. The governance process would include the establishment a national user committee and appropriate subcommittees with members from each participating port authorities to assure to address ongoing input and address the required permissions under the PIVIT program;
Deploy a common enrollment interface platform that functions in the capacity as a credential service provider to assure compliance and conformity with business rules and data collection process so that registered identities can be reused in similar settings/environments -- enroll once and use many times. Critical to the task is to provide to the relying party a level of assurance and confidence regarding the credential being presented;
Design a platform incorporating business rules to create levels of TRUST necessary for collaboration in a distributed intraport environment;
A vetting protocol and physical credentialing process under the Personal Identification Verification Interoperability Transportation 1Pass standard offers the strength and rigor of the identity proofing policies, processes and procedures of HPSD12 - FIPS 201 non-federal program so secure data can be interoperable via the Federal Bridge/Public Key Infrastructure (incorporating NIST Levels of Assurance) so data can be exchanged; and
Establish a cost effective program allowing transportation authorities to participate and benefit in the economy of scale in the development and operations of the program.
